Angel de la Portilla

Angel de la Portilla is the President of Central Florida Strategies. He is trusted by local, regional and national clients to help them navigate public policy and open communication channels with elected officials and staff.

He is a seasoned government relations professional with more than twenty years of experience, during which Mr. de la Portilla has honed a unique understanding of the intersection of business and government, enabling him to successfully navigate the often-complex network of regulations and political idiosyncrasies. He began sharpening these skills early on as an entrepreneur, prior to launching his business consulting company.  Mr. de la Portilla has especially thrived at bringing to fruition large public infrastructure projects in the areas of transportation, aviation, real estate and education.

Mr. de la Portilla’s approach to projects is focused, strategic and intentional. It involves cultivating relationships with federal, state and local officials to stay abreast of changes, understand priorities and build trust. His clients know that when he represents them, he represents all their stakeholders including leadership, customers, employees and the communities they serve.

Throughout his tenure as a business and government consultant, Mr. de la Portilla has represented firms pursuing large-scale public infrastructure projects in the areas of aviation, education, transportation, and public facilities. His impressive portfolio of clients boasts industry-leading Fortune 500 companies, as well as key regional and local firms in the engineering, design, program management and construction fields.

He also has vast experience in the Central Florida region, as a government relations consultant, representing firms seeking approvals on local real estate projects that include housing, hospitality and commercial development. Committed to the community, he has served on local government advisory boards and local charitable organizations. Among them:

2025 – Appointed to serve on the Orange County Redistricting Committee by the Board of County Commissioners
2023 – Appointed to serve on the Orange County Charter Review and became Chairman of the Government Structure Committee
2021 – Appointed by Florida Governor Ron DeSantis to the Valencia College District Board of Trustees
2018 – Appointed to serve on Orange County’s Mayor-elect Jerry Demings Transition Team, in which he served on the Customer Service and Business Development Task Force to improve the County’s Development Approval and Permitting process.

Alexander de la Portilla

Policy Analyst

As a Policy Analyst at Central Florida Strategies, Alexander de la Portilla advances data-driven decision-making at the intersection of infrastructure, technology and public governance. He is a Florida State University graduate with a degree in Political Science and a minor in international relations. He is currently pursuing a Master’s in Public Administration with a specialization in public financial management .

Alexander applies rigorous policy analysis to help public- and private-sector stakeholders navigate complex planning and regulatory environments, with a focus on:

  • Public Sector Strategy; Policy Research – Delivering policy assessments, regulatory reviews, and impact evaluations that inform infrastructure investments, mobility initiatives, and municipal governance frameworks.
  • AI and Digital Tools in Government – Exploring the integration of artificial intelligence into government functions such as performance auditing, permitting systems, civic tech platforms, and strategic planning.
  • Land Use; Economic Development Monitoring – Tracking legislative developments, attending public meetings, and distilling policy shifts into actionable intelligence that supports regional growth and client engagement.
  • Public Financial Management & Fiscal Analysis; Analyzing municipal budgets, conducting fiscal impact studies, and aligning financial plans with strategic goals to ensure the long-term sustainability of public investments.

With hands-on experience covering the Florida Legislature and advising on local government affairs, Alexander brings policy fluency, analytical precision, and a forward- looking perspective to CFS’s mission of enabling smart, inclusive growth across Central Florida.
